Position Purpose
This position is accountable for establishing and executing the CRD's enterprise-wide IT strategy, while ensuring its alignment with the organization's business strategy to deliver on its corporate and strategic priorities. As a senior professional leader and expert, and a key business partner with all stakeholders delivering best in class service and positively achieving buy-in and change management needed for results delivery, the Senior Manager has responsibility for the overall vision and strategy of integrating and leveraging technology solutions that meet current and future internal and external customer needs, bringing a current knowledge and future vision of leveraging information and technology in business model design, business processes re-engineering and services development and deployment. With demonstrated strategic agility, change, project management, and people leadership skills, and exceptional understanding how to enable the business to transform digitally while thinking innovatively about where the industry is headed, the Senior Manager enables technology solutions to meet the goals of a service driven organization, and inspires and motivates a team of professionals to higher levels of customer service and achievement while moving forward on strategic organization-wide initiatives will be key to this individual's success. Key success factors include developing and empowering a team of leaders and staff, increasing the levels of service of the division and continually looking for ways to make CRD a stronger, more efficient organization. You are a strategic thinker with a blend of natural leadership and technical skills, strong relationship building qualities and a commitment to delivering exceptional public service.
Key Accountabilities/Position Outcomes
- Leads, defines and implements forward focused IT strategies that are fully aligned with the business vision, mission and objectives, while leading and leads and managing the division to be effective and responsive in implementing strategies that address client needs and align with CRD business goals,
- Ensures that strategic technology initiatives from all business units roll up into the integrated company Strategic Plan and long-term vision,
- Develops and prioritizes the technology strategy roadmap, including those aligned with digital transformation; responsible for the on-time and on-budget delivery of roadmaps as well as a disruption-free and responsive technology and digital operations,
- Leads key projects from concept through planning to development, launch, and post-launch support,
- Brings innovation, external insights and industry trends to strategy development in business teams,
- Leads, coaches and mentors a management team to achieve business plan goals and link Technology and Digital Transformation services and program activities within the division and across departments to develop processes and to optimize capacity,
- Provides strategic options, comprehensive policy advice, briefing papers, recommendations and perspectives to the Chief Financial Officer and Executive Leadership Team on technology functions, activities and issues,
- Operationalizes the division's vision and mission in relation to the goals of the organization, linking the work of the division to the work of other divisions and ensuring consistency with corporate goals,
- Oversees the development, preparation, and implementation of the Division's operating and capital budgets, and actively participates in and supports other operating areas is developing related budgetary needs.
- Develops and maintains partnerships with appropriate public and private sector organizations in the delivery of the division's programs and services,
- Manages technology related to risk management, cyber security, and business continuity of services.
Qualifications
- Degree in a related discipline
- A minimum of 10 years' directly related experience

- Proven experience with technologies such as ERP, collaboration tools, data collection, consolidation and analytic/business intelligence tools, website architectures,
- Exceptional leadership skills, including extensive experience effectively leading multidisciplinary work teams focused on a strategic divisional and organizational vision
- Exceptional communication and facilitation skills, being recognized as a champion of service excellence with a focus on organizational effectiveness and efficiency.
- Proven experience in researching, evaluating, negotiating, and managing third-party service providers,
- Demonstrated competencies in: leadership and stakeholder relationship management (external and internal); complex analysis of business structure and processes, and the design of effective and efficient solutions to address complex business issues; and implementing organizational change within that department/business unit,
- Knowledge of applicable data privacy practices and laws, and other industry-relevant regulations,
- Proven ability to architect and present technology alternatives based on a business concept,
- Strong understanding of cyber security and enterprise risk mitigation best practices,
- Exceptional understanding of effective budgeting models, and establishing and delivering on a comprehensive budget for the division.
