Summary
This position is responsible for providing accounting expertise and support to the assigned CRD client divisions, and Financial Services. This position is responsible for the planning and budget process, full life-cycle accounting process, assisting, guiding and supporting clients with their financial requirements and reporting.
Key Duties & Responsibilities
- Prepares financial reconciliations, financial statements, analytical reports, ad hoc reporting for assigned client divisions and related services
- Monitors and analyses operating and capital expenditures, reviews and reports on budgetary variances, and prepares capital progress reports
- Prepares year-end financial statements and financial plan and other specialised functions including ongoing monitoring of the budget
- Prepares summaries of accounts, balance and reconcile statements, prepare journal entries, process payments on accounts.
- Works with external auditors to ensure consistency and accuracy of reported financial results.
- Prepares operating and capital budgets, and performs functions related to funding, accounting, reporting, project costing, debt management and forecasting.
- Reconciles and monitor debt schedules; administer the debt processing requirements with Municipal Finance Authority.
- Analyses costs and expenditure trends to update the cash forecast.
- Ensures that the use of grant funding complies with applicable regulations, and reviews claims submissions from third parties agencies.
- Provides forecasting, economic analysis, metrics development and reporting, financial modelling and policy development.
- Provides financial advice, guidance, information and decision support to internal stakeholders.
- Monitors financial transactions and investigates anomalies.
- Supports the Senior Financial Advisor(s) and managers by producing reports and financial statements, maintaining the cash forecast and providing support services as required.
- Performs research and analysis related to various financial and reporting initiatives and provides recommendations, as required.
- Develops end-user documentation and training material, where required.
- Follows all policies, procedures and standards of the CRD.
- Performs other related duties as required.

Key Skills & Abilities
- Excellent communication (verbal and written), interpersonal and customer service skills.
- Advanced MS Word, Excel, PowerPoint and Outlook and SharePoint skills.
- Advanced data manipulation skills using MS Excel tools such as VLOOKUP and Pivot Table.
- Considerable experience with and understanding of Enterprise Resource Planning (ERP) systems such as SAP.
- Strong ability to establish and maintain effective and collaborative working relationships.
- Thorough knowledge of audit and financial reporting software such as Caseware is an asset.
- Strong ability to work independently in a fast paced and constantly changing environment.
- Strong ability to take initiative, use independent judgement and show discretion.
- Strong attention to detail with a commitment to data accuracy and integrity.
- Expert ability to develop and prepare complex operating and capital budgets.
- Expert knowledge of budgeting concepts and principles.

- Strong ability to deal with confidential and sensitive information with sound judgement, discretion and diplomacy.
- Considerable experience with preparation of year-end working papers, financial statements and consolidations, account reconciliations.
- Thorough knowledge of multi-fund accounting.
- Strong ability to understand and interpret regulations, by-laws, contracts, policies and procedures of a diverse nature.
- Strong attention to detail with a commitment to data accuracy and integrity.
- Thorough knowledge of relevant legislation including the Local Government Act and Community Charter.
- Strong ability to maintain professionalism, objectivity, confidentiality and integrity in all situations.
Qualifications
- Degree in a related discipline
- A minimum of 5 years' directly related experience
Certifications
- CPA Designation
