This position provides engineering planning, design work and operational support related to CRD Infrastructure with a focus on Water Distribution Systems. The Project Engineer is directly accountable for work in their assigned service area, and is responsible for the planning, design and construction of CRD infrastructure systems.

Key Duties & Responsibilities

  • Designs, evaluates, and identifies requirements for subdivisions, rezoning and developments.
  • Develops and analyses water and wastewater systems using computer models and pipe data bases.
  • Evaluates available flows in the water and wastewater systems using computer models.
  • Utilizes computer models to run different flow scenarios to analyze infrastructure development.
  • Determines water and wastewater system upgrading and extension requirements for proposed developments.
  • Reviews and provides comment if necessary to proposed subdivision/development servicing plans.
  • Coordinates with Infrastructure Operations with respect to new development projects.
  • Responds to inquiries from public, clients, and internal and external stakeholders.
  • Administers Development Cost Charges (DCCs) including status, amounts outstanding and related follow up with Municipal Partners.
  • Works in collaboration with other Infrastructure Planning and Engineering staff on engineering planning and design work.
  • Provides professional certification of work within field of expertise including signing and sealing related design drawings and as-constructed drawings.
  • Provides professional and technical expertise, guidance and direction to technicians and staff including acting as project lead.
  • Develops, implements and oversees project scope of work, schedules and budgets.
  • Provides project management skills to deliver projects on time and within budget.
  • Prepares and reviews contract specifications, detailed cost estimates, requests for proposals, and tender documents.
  • Receives, evaluates and recommends acceptance or rejection of tenders.
  • Leverages past documentation (DCC reports, Asset Management Plans, and other records) to support the development of capital project plans.
  • Reviews system operations and forecasts potential improvements prior to their need.
  • Facitilitates infrastructure projects by preparing contract documents and providing guidance throughout the tendering, design, construction, and commissioning phases through to project completion.
  • Prepares conceptual design including production of contract documents, tender process, construction and start-up of project through to project completion.
  • Provides assistance, direction and clarification of contract intent to internal/external stakeholders.
  • Provides contract oversight and administration including overseeing, directing, liaising and negotiating with contractor and/ or consultants.
  • Prepares written technical engineering submissions that can be understood by internal/external stakeholders.
  • Ensures current standards are adhered to for design, construction and operational matters.
  • Participates on other Infrastructure Planning and Engineering projects, as directed, which may include water and wastewater initiatives.
  • Follows all policies, procedures and standards of the CRD.
  • Performs other related duties as required.

Key Skills & Abilities

  • Excellent communication (verbal and written), interpersonal and customer service skills are required.
  • Demonstrated understanding of a subdivision approval process for Municipal partners.
  • Detailed knowledge and demonstrated experience in water system design and land development.
  • Detailed knowledge and demonstrated experience with local service areas and small water system design.
  • Detailed knowledge of and demonstrated experience to use various computer modeling software with an emphasis on InfoWater water modeling.
  • Detailed knowledge of and demonstrated experience of developing projects within water and wastewater systems.
  • Detailed knowledge of and ability to use various computer word processing, spreadsheet and project scheduling programs and databases.
  • A thorough knowledge of standards, materials, methods of construction and design, contract administration and engineering operations.
  • Demonstrated experience with project management and project oversight working with complex and diverse initiatives.
  • Excellent presentation skills with demonstrated ability to communicate complex, technical information to non-technical and technical audiences.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders.
  • Knowledge and understanding of WorkSafeBC practices/protocols, Workers' Compensation Act and OHS Regulations and other relevant safety statutes.
  • Knowledge of federal/provincial/municipal regulations, legislation, codes, standards and guidelines related to water.

Qualifications

  • Degree in a related discipline
  • A minimum of 10 years' directly related experience
  • An equivalent combination of education and experience

Certifications

  • Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation.
  • Valid BC Driver's Licence
