Summary

The Project Engineer oversees specialist resources supporting the planning, design, procurement, and construction phases of the Regional Trestles Renewal, Trails Widening & Lighting Project. Responsibilities include contract management and coordinating consultants and contractors to rehabilitate or replace three aging timber trestles and improve CRD’s regional trails by widening, lighting, and separating uses. The project will be completed in phases from 2025 to 2029.

Key Duties & Responsibilities

  • Supports the senior engineer in managing project planning, design, procurement, and construction.
  • Provides professional and technical expertise in active transportation.
  • Contributes to project design across active transportation, civil, electrical, geotechnical, environmental, and structural disciplines.
  • Liaises with consultants, contractors, and external stakeholders.
  • Coordinates assigned projects, ensuring compliance with CRD policies, schedules, and budgets.
  • Develops and oversees project scopes of work, schedules, and budgets.
  • Conducts facility evaluations, problem-solving, and prepares cost estimates and design proposals.
  • Executes feasibility studies, cost analysis, and technical reports.
  • Assists in preparing and presenting reports to CRD staff, advisory groups, community associations, First Nations, project partners, and special interest groups.
  • Maintains effective communication with internal and external parties for project success.
  • Provides professional certification within field of expertise, signing and sealing documents as needed.
  • Ensures compliance with all CRD policies, procedures, and standards.
  • Performs other related duties as required.

Key Skills & Abilities

  • Knowledge of WorkSafeBC regulations and employer safety responsibilities.
  • Thorough understanding of EGBC quality assurance guidelines.
  • Familiarity with federal, provincial, and municipal civil engineering regulations.
  • Thorough knowledge of planning, design, and construction of active transportation infrastructure.
  • Ability to prepare technical reports, specifications, RFPs, contracts, and terms of reference.
  • Strong verbal/written communication, interpersonal, and customer service skills.
  • Proven project management, budget control, and monitoring abilities.
  • Experience drafting and executing civil works tenders within local government.
  • Expertise in feasibility studies, preliminary and detailed design, and cost estimation.
  • Proficiency in project/construction management, work plans, contract negotiation, and conflict resolution.
  • Ability to thrive in a high-performance, deadline-driven environment with competing priorities.
  • Proficiency in computer applications, including word processing, spreadsheets, databases, and project scheduling (MS Project is an asset).
  • Strong leadership, relationship-building, and decision-making skills.

Qualifications

  • Degree in a related discipline
  • A minimum of 6 years' directly related experience
  • An equivalent combination of education and experience

Certifications

  • Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation.
  • Valid BC Driver's Licence
  • As an alternative to driving, must be willing to take e-bike training (offered through CRD for employees) and travel by CRD e-bike to site meetings, as required, or possess ability to use public transit
