Summary

This position is directly accountable for work in their assigned service area and is responsible for the capital project delivery of water and wastewater systems. The focus of this position is wastewater capital projects, with support to water capital projects as required.

Key Duties & Responsibilities

  • Fulfills the role of Project Manager for a wide variety of wastewater  projects, responsible for project scope, schedule, budget and other key performance indicators (KPI’s) specific to each project. Responsible for monitoring and reporting on project status.
  • Provides in depth technical knowledge of wastewater collection (including pumping) and treatment and is able to act as liaison between CRD operating groups, engineering consultants, contractors, external agencies and other interested parties.
  • Provides professional certification of work within field of expertise including signing and sealing related design drawings and other engineering documents.
  • Provides professional and technical expertise, guidance and direction to technicians and staff including acting as project lead as assigned.
  • Leads various procurement processes including requests for proposals, invitation to tender, invitation to quote, etc. to onboard external parties or supplies necessary in the completing of Capital Projects.  
  • Fulfills the role of Contract Administrator for projects, where assigned, and administers Contracts in alignment with contract documents.
  • Interprets contract documents in addressing claims and issuing contract change orders.
  • Supports the department in development of Capital Plans.
  • Facilitates a collaborative working relationship with other CRD departments.
  • Supports the department in the development of staff reports that update and inform various governing bodies.
  • Facilitates project commissioning, utilizing internal and external parties/resources.
  • Reviews system operations and forecasts potential improvements prior to their need.
  • Ensures current standards are adhered to for design, construction and operational matters.
  • Upgrades knowledge and experience to evaluate and/or implement engineering standards and practices in compliance with legislation.
  • Deals with enquiries and complaints from the public, committees and commissions.
  • Follows all policies, procedures and standards of the CRD
  • Performs other related duties as required.

Key Skills & Abilities

  • Excellent communication (verbal and written), interpersonal and customer service skills are required.
  • Detailed knowledge and demonstrated experience with water and wastewater systems; including knowledge of pumped systems and treatment processes.
  • A thorough knowledge of standards, materials, methods of construction.
  • Demonstrated experience with design, contract administration and engineering operations.
  • Demonstrated experience with project management and project oversight working with complex and diverse initiatives.
  • Demonstrated contract administration experience.  
  • Advanced knowledge of project scheduling with ability to interpret and manipulate complex project schedules.
  • Advanced knowledge of project budget and cash flow management.
  • Demonstrated experience with Microsoft 365 platforms, including Word, Excel, Outlook, PowerPoint, Teams, Project, Planner, To-Do, OneNote, OneDrive, Sharepoint, Viso and others.
  • Demonstrated familiarity utilizing SCADA networks and GIS information to analyze project requirements and operational trends. 
    Excellent presentation skills with demonstrated ability to communicate complex, technical information to non-technical and technical audiences.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external parties.
  • Knowledge and understanding of WorkSafeBC practices/protocols, Workers' Compensation Act and OHS Regulations and other relevant safety statutes.
  • Knowledge of federal/provincial/municipal regulations, legislation, codes, standards and guidelines related to water and wastewater.

Qualifications

  • Degree in a related discipline
  • A minimum of 10 years' directly related experience

Certifications

  • Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation.
  • Valid BC Driver's Licence
