Summary
This position supports CRD IWS in the effective delivery of operational and capital programs within Water Infrastructure Operations. The role ensures consistent processes for monitoring, reporting, and document control, across the three Operations divisions: Transmission, Distribution, and Water Treatment. This position provides support at both the program level, and the level of individual projects/initiatives.
Key Duties & Responsibilities
- Supports Operations Managers in the preparation of contracts by drafting scope of work and supporting documentation, coordinating review and approvals, and liaising with CRD Procurement and Contract Coordinators to ensure compliance with procurement policies and timelines.
- Develops and maintains a comprehensive tracking system for operational and capital projects (e.g., PRV replacements, tank inspections, valve programs, dam compliance work) to support workflow planning, resourcing, and reporting.
- Prepares schedules and work plans for operational programs and projects as directed by managers and CRD leadership, and analyzes contractor and consultant submissions as required.
- Develops, maintains, and iterates improvements to tracking tools for approved and proposed operational projects, capturing status, key individuals, compliance drivers, risk prioritization, and updates.
- Supports with establishing and monitoring of operating and capital budgets, including work breakdown structures (WBS), to assist CRD leadership and managers in monitoring financial and operational performance.
- Gathers information from managers and operators to support operational reporting, budget forecasting, and development of operational update reports as directed.
- Works collaboratively with management staff, operators, engineers, municipal partners, fire departments, consultants, and contractors to support effective coordination across multiple operational programs and projects.
- Gathers input from multiple parties and works with management staff to develop, revise, and implement processes, procedures, and templates that support effective and consistent operational delivery.
- Assists in the development, implementation and revisions to centralized Sharepoint (or other platforms) sites to house processes, procedures, workflows, training materials, and templates supporting operations and project delivery.
- Facilitates workflow approval processes related to operational and emergency response activities.
- Provides document control for operations managers and helps maintain consistent filing systems for operational, regulatory, and emergency response documentation. Works with IT and other departments toward centralized systems with third-party access as required. Collects, analyzes and presents information that supports CRD bylaw updates.
- Supports the implementation of new operational processes, procedures, and software by acting as a liaison with internal staff and external stakeholders.
- Supports the Operations Managers in the development of the 5-year operational and capital program by gathering and inputting information from various departments.
- Leverages Microsoft 365 platforms (MS Project, Planner, Teams, To-Do, Sharepoint, etc.), and Prismatic and SiteDocs to establish real-time monitoring of operational projects, safety and workflow task allocations.
- Provides operational program support functions and assists managers during delivery of routine projects and initiatives.
- Supports managers and operators in developing operational plans, capital plans, and program closeout documentation.
- Follows all policies, procedures and standards of the CRD.

Key Skills & Abilities
- Excellent communication (verbal and written), interpersonal and customer service skills are required.
- Demonstrated ability to establish and maintain effective working relationships with internal and external parties.
- In depth understanding of the Project Management Body of Knowledge (PMBOK) with direct experience specific to the project life cycle, preferably related to municipal infrastructure improvement projects.
- Demonstrated experience preparing scope of work documents, including terms and conditions as well as safety requirements, as appropriate.
- Demonstrated experience partnering with internal and external interested parties to achieve collaborative outcomes specific to operational projects, with a demonstrated ability to influence partners with an objective of seeking a positive outcome.
- Detail oriented with excellent organizational skills.
- Demonstrated analytical skills with the ability to obtain, catalogue and interpret diverse information to achieve desired results.
- Advanced skills in creating, monitoring and manipulating complex schedules in MS Project.
- Experience with Primavera P6 and other project management software and systems is also considered an asset.
- Demonstrated experience in working on complex project focused work as part of a diverse team.
- Complete understanding of how project controls can be used to improve project delivery. Detailed understanding of concepts including critical path analysis, milestones, float, cost controls, work breakdown structure, cash flow, earned value, document control and contract administration.
- Demonstrated experience with Microsoft 365 platforms, including Word, Excel, Outlook, PowerPoint, Teams, Project, Planner, To-Do, OneNote, OneDrive, Sharepoint, Viso and others.
- Experience developing, revising and implementing processes and procedures to improve project deliver.
- Experience in developing workflow diagrams and other aids to help onboarding of staff and clarifying processes and procedures in a clear and concise manner.
- Understanding of typical project documentation and digital document management.
- Demonstrated ability to manage consultants to help facilitate goals and deliverables.
Qualifications
- A minimum of 6 years' directly related experience
- Degree in a related discipline
Certification
Project Management Professional (PMP) Designation is considered an asset
