Position Purpose

This position leads, plans, and provides expertise to Watershed Protection environmental planning, monitoring and risk mitigation programs. The focus of this position includes environmental risk assessments, watershed management planning, monitoring and analyses of watershed hydrology and forest health, wildlife and GIS/data management, as well as tours and outreach in support of the protection of drinking water quality and stewardship of the Greater Victoria Water Supply Area.

Key Accountabilities/Position Outcomes

  • Leads and manages the Watershed Planning & Monitoring section.
  • Plans, manages and provides expertise on projects and work to implement the Regional Water Supply Strategic Plan, Capital Plan and Watershed Protection Operating Plan focused on risk reduction and informing management of the GVWSA and Regional Water Supply infrastructure.
  • Ensures and advances GVWSA environmental inventories and knowledge, provides analysis and assessments to plans, other sections and divisions.
  • Assists with the preparation of divisional operating and capital budgets, tracking and controlling budget for areas of responsibility.
  • Liaises with staff from federal, provincial, local government and other CRD departments  on matters relating to regulatory requirements, stewardship of the Greater Victoria Water Supply Area, risk management, environmental inventories and analysis, watershed hydrology, forest health, wildlife, and GIS.  Liaises with educational institutions and agencies conducting research in the Water Supply Area.
  • Prepares staff reports in areas of responsibility for the Regional Water Supply Commission.
  • Prepares, oversees and manages environmental program contracts and contractors.
  • Responsible for the leadership and management of employees and contractors within area of responsibility, including employment and labour relations matters involving: employee hiring, promotion, demotion and other personnel matters; discipline and discharge; representing management in the grievance procedure; input on behalf of management into labour relations matters, and representing management on committees; maintaining Employer confidentiality; and developing, supporting and implementing various corporate and legislated policies, procedures and practices.

Qualifications

  • Degree in a related discipline
  • A minimum of 5 years' progressively responsible experience
  • An equivalent combination of education and experience

Certifications

Professional designation directly related to the role
Valid BC Driver's Licence

  • Demonstrated experience providing professional and technical expertise as well as management direction to professional and technical staff in a unionized environment, including motivating and mentoring, and conducting performance appraisals. 
  • Excellent communication skills, including strong written, verbal and listening skills combined with effective and proven meeting facilitation and presentation skills.  
  • Demonstrated partnering skills to work collaboratively with internal and external stakeholders.
  • Ability to work effectively under pressure with multiple projects and deadlines
  • Extensive knowledge in project management and planning projects.
  • Ability to lead, undertake and provide expertise with related studies, reviews and assessments.
  • Knowledge of the Local Government Act and other legislation and regulations affecting water systems, operations, and maintenance.
  • Operational knowledge of Worksafe BC Regulations and the ability to plan and coordinate projects to ensure safety of employees, contractors, consultants and the public.
  • Demonstrated contract and project management experience and skill
  • Demonstrated ability to exercise initiative within regulatory, policy and procedure standards.
  • Excellent written and oral communication and presentation skills
