Position Purpose

As a senior professional subject matter expert, this position is accountable for leading and contributing to the ongoing development, implementation, coordination and administration of the CRD’s occupational health and safety programs and initiatives.

Key Accountabilities/Position Outcomes

  • Provides collaborative and strategic leadership and expert advice and support to the organization in all areas of Occupational Health and Safety (OHS).
  • Leads and supports the development, maintenance, implementation and assessment (auditing) of the CRD’s OHS systems, policies and programs to enhance the culture of safety and ensure compliance with legislation.
  • Ensures corporate compliance with all OHS program aspects, and contributes to and leads as necessary: accident/incident investigation; emergency response; first aid attendant coordination and support; workplace safety compliance; risk assessments/safety inspections; contractor safety coordination; and related
  • Ensures strategic safety initiatives are in line with the People, Safety & Culture Strategic Plan, as well as integrated with the corporate Strategic Plan and business plan requirements; evaluates and measures successes to ensure sustainability. 
  • Establishes, implements, updates and audits OHS policies and protocols and safe work procedures.
  • Provides senior level professional leadership, support and guidance on all matters related to WorkSafeBC, including liaising on claims submissions and management, appeals, return to work programs, and related.
  • Delivers safety coaching, recommends and/or develops and coordinates OHS training.
  • Facilitates the determination and prioritization of health and safety issues and initiatives including input from the executive leadership team and partners within the CRD.
  • Acts as the investigation coordinator for serious workplace incidents and injuries (including near misses). Prepares the report and recommends appropriate preventative or corrective actions, including corrective discipline.
  • Collaborates with Human Resources and Corporate Safety colleagues to develop, implement, maintain and monitor HR and corporate initiatives and ensures that all initiatives and day-to-day duties are linked to and consistent with department and corporate direction.
  • Develops, maintains and reports out on safety metrics relevant to Departments and Corporate measurables.
  • Provide subject matter expertise to Occupational Health and Safety Committees and co-chairs Committees as assigned.
  • Performs other duties as assigned.

Qualifications

  • Degree in a related discipline
  • A minimum of 8 years' directly related experience
  • An equivalent combination of education and experience

Certifications

Canadian Registered Safety Professional designation
Valid BC Driver's Licence

Role Specific Knowledge, Skills, and Abilities

  • Extensive knowledge of OHS legislation and best practice OHS procedures. Ability to understand and contribute to the development of policies and procedures and to apply these in a local government context.
  • Extensive knowledge of the Occupational Health and Safety Regulation, Workers’ Compensation Act as well as related Federal, Provincial and municipal regulations and legislation.
  • Exceptional leadership experience, and to guide, direct and collaborate with others both within the safety team as well those outside of it. 
  • Exceptional experience in accident investigation techniques, WorkSafeBC claims management, workplace inspections, and occupational hygiene testing; a demonstrated ability to provide advice and support to managers, supervisors, employees and Health and Safety committee representatives; hands-on experience in designing/implementing safety initiatives and delivering safety training to diverse work groups
  • Significant ability to develop, implement, administer and evaluate OHS programs.
  • Proven collaborative leadership and teamwork skills with demonstrated abilities to ensure accountability, inclusivity, work collaboratively and influence others.
  • Demonstrated ability to apply an equity, diversity, inclusion and accessibility lens to area of expertise.
