Position Purpose

This position oversees the planning, development and implementation of the CRD’s Climate Service. Leads a team of professional staff engaged in community and corporate climate mitigation and adaptation intiatives. Manages and maintains channels for direct engagement with local government elected officials and staff across the region.

Key Accountabilities/Position Outcomes

  • Oversees, administers and provides strategic direction and corporate leadership regarding the ongoing effectiveness of the CRD corporate and community strategies to reduce greenhouse gas emissions and implement climate adaptation initiatives.
  • Provides corporate leadership, expertise and support on climate action across departments and all levels of staff and management
  • Provide leadership and lead the development, coordination and monitoring of the CRD's climate action strategies.
  • Reviews corporate strategic plans and major projects, to ensure their alignment with the CRD's climate targets and initiatives. 
  • Provides guidance and advice across CRD departments to ensure the effective implementation of cross-departmental climate action and initiatives.
  • Prepares briefings, reports, research and analysis on climate action strategies, initiatives and trends to the Executive Leadership Team and the CRD Board and relevant committees. 
  • Collaborate with stakeholders from local governments, external agencies, and senior levels of government to identify opportunities for the effective implementation of regional climate action goals and objectives. 
  • Presents CRD climate action initiatives to municipal councils 
  • Develops technical and summary reports related to progress in meeting regional climate goals, objectives and targets. 
  • Oversees division budget and coordinates annual Initiative Business Case submissions.
  • Leads and supervises the work of professional staff, including matters pertaining to labour relations, staff development, corporate and division policies and procedures and standards, and is responsible for decisions concerning the hiring, promotion, discipline and discharge of staff.
  • Ensures policies, structures and systems are in place to effectively support the function.

Qualifications

  • Masters degree in a related discipline
  • A minimum of 6 years' directly related experience
  • An equivalent combination of education and experience

Certifications

Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation.
Planning Institute of BC and/or Canadian Institute of Planners membership in good standing

Role Specific Knowledge, Skills, and Abilities

  • Exceptional understanding of greenhouse gas accounting and reporting frameworks.
  • Knowledge and experience developing climate mitigation and adaptation strategies for local and regional governments.
  • Familiarity with trends and best practices in energy conservation, energy efficiency and low-carbon energy alternatives for commercial and institutional facilities and mixed vehicle fleets.
  • Knowledge and experience in developing and applying public policy tools, including developing public education and outreach programs related to climate action.
  • Applied knowledge of provincial and federal regulations, local bylaws and rules governing climate action related activities and programs.
  • Ability to clearly communicate complex and technical information to diverse audiences.
  • Skilled in building trust and credibility with elected officials, stakeholders, and the public.
  • Strong listening, facilitation, and diplomacy skills to navigate sensitive issues.
  • Ability to effectively and efficiently plan, organize and manage multiple staff workloads and projects, set priorities, meet deadlines and work under pressure.  
  • Ability to establish and maintain constructive working relationships with a wide range of stakeholders.  
  • Excellent organizational and analytical skills.
