Position Purpose
This complex administrative and professional local government position provides visionary leadership to the diverse functions within the Electoral Area Services and CRD organization. This is accomplished by delivering continuous improvement and excellence in the provision of quality services and programs. Reporting to the Chief Administrative Officer (CAO), the General Manager is an integral part of the Executive Leadership Team that guides the CRD and implements the direction of the Board and is responsible for senior leadership to the local area and joint services within the three (3) electoral areas of the Juan de Fuca, Salt Spring Island, and the Southern Gulf Islands.
Key Accountabilities/Position Outcomes
- Responsible for providing overall visionary leadership, planning, and implementation of strategic and operational plans for the department, ensuring such are appropriately aligned to the strategic direction and vision of the organization.
- Provides senior executive visionary leadership to the goals and direction of the organization, contributing to the well being and goals of the organization are a first priority.
- Balances the interests of the Electoral Areas and the Region, and ensures that the perspectives of the Electoral Areas are represented at the Executive Leadership Team and throughout the CRD organization.
- Monitors all business plans for the department, ensuring that such appropriate align to the overall business of the organization, and the strategic direction as applicable; ensures budgets and systems are appropriately aligned accordingly, providing direction and guidance for effective controls within the department.
- Advises the CAO and Board on all matters relating to the services provided by the department, ensuring always the efficient, effective and economic delivery of services.
- Liaises with and provides effective professional leadership, guidance, advice, and information to: CRD Committees, Commissions, and the CRD Board (including the Electoral Area Services Standing Committee, the Salt Spring Island Local Community Commission, and other Electoral Area Advisory Committees), CRD Directors, Departments, CRD Electoral Areas, other levels of government, outside agencies, the media, and the public at large.
- Responsible for the direction, leadership, administration and management of all department staff, and establishes and regularly evaluates standards for department work.
- Responsible for departmental public education and communications.
- Identifies and responds to Issues Management opportunities as they arise.
Additional Information
Travel to and from, and within, the Greater Victoria area and the three (3) Electoral Areas is required.
Qualifications
- Degree in a related discipline
- Post-graduate studies in a related field
- A minimum of 15 years' directly related experience
- Experience providing leadership and direction
- An equivalent combination of education and experience
Certifications

- Substantial direct experience working in local governments.
- Senior Management leadership experience in a unionized environment.
- Demonstrated career progression with advancement.
- Proven ability to establish and maintain effective working relationships within and external to the organization and department, including: communicate effectively, maintaining good working relationships with elected and appointed officials, representatives of local industry and commerce, members of the public, community groups, and other levels of government.
- Ability to coordinate and manage multiple projects generated from a number of program areas to meet required objectives and deadlines.
- Knowledge and experience in working with community organizations, the public consultation process, and meeting broad community social needs through effective program delivery.
- Sound knowledge and experience with legislation, the Local Government Act, and knowledge and understanding of other bylaws, regulations, and legislation.
- Sounds knowledge and experience in local government financial planning, and capital and operating budget preparation and management
- Knowledge and experience of administering regulatory bylaws.
- Understanding and experience in the logistics of Public Issues Management.
- Excellent organizational and customer service leadership skills.
- Advanced customer services knowledge, skills, and abilities.
- Functional computer literacy.
