Summary

Reporting to the Manager, EA Fire and Emergency Programs, the Electoral Area Emergency Services Coordinator leads the coordination, and project management for local community Emergency Management programs in the three CRD Electoral Areas (Juan de Fuca, Salt Spring Island and the Southern Gulf Islands).

Key Duties & Responsibilities

  • Leads the EA Emergency Program contractors and volunteers to meet all pertinent emergency management regulatory obligations. Oversees and ensures an effective and compliant emergency support service (ESS) program within Electoral Area communities which includes establishing contracts with vendors and access agreements with facility operators.
  • Prepares, writes and maintains standard operating guidelines, procedures and plans as required for EA Emergency Programs including emergency communications.
  • Oversees, coordinates, schedules, conducts, and reports on emergency program projects, including hazard, risk, and vulnerability planning, mitigation planning, training planning, response planning, recovery planning, and operating guidelines. Sources, contracts, oversees, and supports the delivery of training programs for the EA Emergency Programs.
  • Creates, tracks, and maintains records of emergency program contractors and volunteers.
  • Coordinates and assists in emergency exercises and after-action reports.
  • Represents the Regional District at Advisory Commission and other public stakeholder meetings as required.
  • Prepares, organizes, maintains and distributes meeting documents such as minutes, agendas and reports.
  • Leads and supports the EA emergency management programs implementation of emergency management software and public alerting tools and programs.
  • Leads public education and social media initiatives. Acts as a key member of the CRD Emergency Operations Centre and supports emergency response activities as required.
  • May be required to act as EOC Director until relieved and is expected to take leadership and liaison roles in the EOC, DOC or at emergency sites as needed.
  • May be required to act as standby Emergency Duty Officer and coordinate CRD response
  • Establishes and maintains positive relationships with both external and internal stakeholders. Liaises and coordinates with other CRD departments, local authorities, provincial and other external agencies as required for advanced planning and emergency response
  • Drafts grant applications to support EA Emergency Programs and administers, implements and tracks grants.
  • Coordinates the development and tracking of budgets and work plans for the various EA emergency programs.
  • Responds to calls for emergency program support in conjunction with the CRD Emergency Manager and Electoral Area Coordinators, as required.
  • Responds to enquires from members of the public as well as internal and external stakeholders.
  • Follows all policies, procedures and standards of the CRD.
  • Performs other related duties as required.

Additional Information

  • This position requires frequent travel to locations within the CRD up to 50% of the time.
  • May be required to work occasional evenings and weekends.

Key Skills & Abilities

  • Excellent communication (verbal and written), interpersonal and customer service skills are required.
  • Demonstrated experience and training in emergency management with an understanding of relevant legislation.
  • Knowledge of emergency management and response, including BCEMS and applicable legislation, at all levels of government including local, provincial and federal.
  • Experience in emergency management including in an Emergency Operations Centre.
  • Demonstrated experience with project management principles
  • Ability to prioritize workload and work on multiple projects simultaneously.
  • Ability to develop effective working relationships with diverse stakeholders, including volunteers.
  • Proficiency and experience with word processing (MS Word), spreadsheets (MS Excel) and presentation (MS PowerPoint) software and records management software.
  • Experience with emergency management software and emergency communications an asset.
  • Experience in crisis communications, including public alerting and social media.
  • Ability to process a large amount of information and write/present information in a clear and easily understandable format.
  • Ability to concisely organize data, such as training records.
  • Excellent research and writing skills.
  • Experience with organizing, coordinating and supporting meetings.
  • Ability to work under pressure with tight deadlines.
  • Excellent problem solving and critical thinking abilities.
  • Ability to work as part of a team, use initiative and produce results.

Qualifications

  • Degree in a related discipline
  • A minimum of 3 years' directly related experience
  • An equivalent combination of education and experience

Certifications

  • Valid BC Driver's Licence
