Position Purpose

This position is responsible for providing a range of professional, competent, and effective legal services and representation on a full range of subjects dealt with by the Capital Regional District (CRD), the Capital Region Housing Corporation (CRHC), the Capital Regional Hospital District (CRHD), and associated entities. This role supports the drafting and administration of bylaws, contracts and agreements, development of corporate policy, and assists with procurement processes for the organization to ensure sound practices by providing technical and functional guidance to staff.

Key Accountabilities/Position Outcomes

General

  • Provides a range of professional, competent and effective legal services and representation on a range of subjects within the organization including housing development work, commercial procurements and construction projects; community planning initiatives; bylaw enforcement; real estate and land management; and corporate governance;
  • Manages, utilizes and works with external legal counsel and provides related advice when necessary;
  • Provides written and verbal legal opinions to the Chief Administrative Officer, Senior Staff and related departments, Boards, and Board Committees/Commissions;
  • Prepares and oversees preparation of legal documents, including land title documents and agreements for goods and services;
  • Provides legal support for procurement (tenders, RFPs, and related);
  • Prepares contracts and procurement materials and maintains templates;
  • Oversees the administration of contracts and agreements including developing standards, protocols and training for staff.

Bylaw and Policy Administration

  • Drafts, reviews and coordinates legal review of bylaws as required to ensure legislative and legal compliance;
  • Provides advice to staff on regulatory enforcement of bylaws;
  • Prepares and assists with development of policies and procedures;
  • Assists with establishment and maintenance of all policies and procedures having legal implications, including agreement templates and associated guidelines and interpretation tools to ensure continuous improvement and compliance with all applicable legislation.

Qualifications

  • Graduation from an approved law school with a JD or LLB
  • A minimum of 3 years' directly related experience

Certifications

Law Society of BC membership in good standing
Valid BC Driver's Licence

Role Specific Knowledge, Skills, and Abilities

  • Knowledge and detailed legal background and understanding of the Local Government Act and the Community Charter
  • Professional knowledge of matters pertaining to drafting, administration and enforcement of local government bylaws including applicable legislation
  • Professional knowledge of matters pertaining to reviewing and administering contracts including applicable legislation
  • Ability to interpret legislation and conduct research;
  • Well-developed interpersonal skills and a facility for establishing and maintaining effective and harmonious working relationships with staff, elected officials and community representatives
  • Demonstrated communication and presentations skills with the ability to explain complex technical and non-technical issues to others
  • Demonstrated ability to deal with highly sensitive situations involving the exercise of utmost tact, diplomacy, judgement, and confidentiality.
  • Proficiency in using a personal computer and a variety of software programs.
  • High level of communication skills to present/explain complex or politically sensitive issues to the regional board, senior management, staff, associated agencies and the public;
  • Ability to write and compose legal opinions, bylaws, reports, and other documents;
  • Strong organizational skills, including for file management and work product development;
  • Ability to understand how legal issues affect organizations;
  • Ability to anticipate legal issues and risks;
  • Experience presenting and training in the law or related concepts is an asset.
