Position Purpose

This position is a senior leadership position responsible for leading, planning, organizing, and delivering effective services for Salt Spring Island (SSI). Reporting to the General Manager, Electoral Area Services, this position is accountable for ensuring projects are managed to achieve effective outcomes, are coordinated with consistent information to stakeholders, and are compliant with applicable bylaws, legislation and CRD policies and procedures. The Senior Manager oversees and is accountable for SSI services including utility operations, transportation, economic development, and parks and recreation, and liaises with the SSI Local Community Commission and other electoral area commissions and committees.

 

*It is a requirement of this position to live on or be willing to relocate to Salt Spring Island to meet operational requirements.

Key Accountabilities/Position Outcomes

  • Responsible for providing leadership, planning and strategic direction while representing the CRD at SSI Committees and Commissions, ensuring relevant and timely information for decision making as well as anticipating expectations, motivations and potential barriers.
  • Advises and seeks advice from relevant SSI Commissions and Committees on issues and initiatives, ensuring the efficient, effective and economic delivery of services. 
  • Ensures goals and objectives are communicated, resourced appropriately, monitored and achieved.
  • Ensures policies, structures, systems, resources and management practices are in place and effectively meet operational and project objectives.
  • Acts to ensure compliance with regulatory and legal requirements while providing expertise to internal and external stakeholders.
  • Responsible for senior project management, planning, monitoring and management of the budgets for operational and capital projects.  
  • Provides leadership and overall responsibility for managing the division to create a highly effective cross functional team while regularly evaluating standards and outcomes.  
  • Liaises with internal stakeholders  providing servicing to SSI as well as external stakeholders and agencies. 
  • Responsible for the leadership and management of employees and contractors within area of responsibility, including employment and labour relations matters involving: employee hiring, promotion, demotion and other personnel matters; discipline and discharge; representing management in the grievance procedure; input on behalf of management into labour relations matters, and representing management on committees; maintaining Employer confidentiality; and developing, supporting and implementing various corporate and legislated policies, procedures and practices.

Qualifications

  • Degree in a related discipline
  • A minimum of 8 years' directly related experience
  • An equivalent combination of education and experience

Certifications

Valid BC Driver's Licence

Role Specific Knowledge, Skills, and Abilities

  • Significant experience working in a local government environment.
  • Exceptional diplomacy, tact and communication skills including working with commissions and committees, liaising with politicians, and communicating information to internal and external stakeholders.
  • Demonstrated knowledge and experience with the Local Government Act, bylaws, regulations and legislation.
  • Demonstrated experience providing leadership, professional and technical expertise as well as management direction to professional and technical staff in a unionized environment, including motivating and mentoring, and conducting performance appraisals. 
  • Operational knowledge of Worksafe BC Regulations and the ability to plan and coordinate projects to ensure safety of employees, contractors, consultants and the public.
  • Contract management and project management skills with the ability to manage multiple projects with diverse objectives and deadlines. 
  • Significant attention to detail, ability to identify emerging issues and prioritize appropriately to meet deliverables, outcomes and deadlines.
  • Ability to develop, monitor, manage and report on complex budgeting and financial accountability systems.
