Position Purpose

This position provides leadership and support in the development, and administration of recreation services for Salt Spring Island (SSI) Parks and Recreation.  The Manager is responsible for administering, leading and managing the activities of the SSI Parks and Recreation service, in accordance with the regulations, policies, practises and direction of the CRD and its Commission (SSI & LCC), and for providing leadership, strategic direction and support on all matters relating to the mandate. With a strong emphasis on leadership, customer service and establishing and maintaining strong and positive relationships with the community and agencies, this position is responsible for managing multiple projects of SSI Parks, Arts, Recreation and Culture (PARC), the workforce, and to be involved in management initiatives of the CRD.

 

  • It is a requirement of this position to live on or be willing to relocate to Salt Spring Island to meet operational requirements.

Key Accountabilities/Position Outcomes

  • Responsible for establishing operating programs, objectives, procedures and priorities, focussing on both long-range and short-range planning and initiatives.
  • Provides senior leadership, strategic direction and support in all matters relating to the PARC mandate.
  • Ensures that a positive and proactive partnering approach to service delivery is established, used and maintained in the delivery of programs, and that service is delivered effectively, efficiently, economically and within budget.
  • Responsible for management and operations of Park facilities including RRC and SIMS.
  • Responsible for community and partner relations related to the SSI Parks and Recreation function, including but not limited to:
    • The management of all plans for the future development of parks and recreation;
    • Directing positive and effective public relations and community parks and recreation information to ensure the public is supportive and aware of the services available;
    • Attending meetings representing the interests of SSI Parks and Recreation, and establishing and maintain liaison with agencies, community leaders, and other interest groups and individuals, actively promoting cooperation with respect to Parks and Recreation matters.
  • Coordinates and leads activities of the service, and is responsible for the administration of matters pertaining to SSI Parks and Recreation, including but not limited to:
    • Leads and administers day to day affairs for the function, ensuring that CRD and PARC policies, practices and processes are effectively followed and maintained;
    • Recommends and implements policy for the function, consistent with the requirements of the CRD, and directs the implementation of the same to the staff, community organizations and others;
    • Oversees parks and recreation initiatives, and provides effective leadership in the planning and operation of parks and recreation activities;
    • Develops and implements cost effective solutions and revenue generating ideas to address fiscal constraints and needs;
    • Manages the preparation of budgets in accordance with CRD standards, and authorizes expenditures and develops appropriate budgetary controls.
  • Supporting the Senior Manager, attends Commission meetings and provides professional, technical and administrative information and advice on matters relating to the service. Assists the Senior Manager in guiding and facilitating in the orientation and development of the Commission.
  • Responsible for assigning and leading the work of staff, including matters pertaining to labour relations, corporate and division policies and procedures, and standards.
  • Works closely and proactively with other CRD functions and local area partners to ensure programs and approaches are aligned to business needs, and provides leadership on systems and approaches that will enhance service delivery.

Qualifications

  • Degree in a related discipline
  • A minimum of 8 years' directly related experience
  • An equivalent combination of education and experience

Certifications

Valid BC Driver's Licence

  • Significant and demonstrated senior leadership experience, preferably in a unionized environment.
  • Demonstrated experience in strategic planning, community and partner relations, and community recreation development.
  • Demonstrated ability to deal frequently with highly sensitive and confidential situations involving the exercise of utmost tact, discretion, and judgement.
  • Exceptional motivation, team building, and interpersonal skills.
  • Thorough knowledge and understanding of the application of leadership and management principles, administrative, financial and budgetary processes
  • Demonstrated partnering skills, including collaboratively working with inside and outside stakeholders; positively, proactively and effectively working with public officials, the public, staff, user groups and other stakeholders.
  • Excellent written and oral communications and presentation skills.
  • Excellent understanding of the nature of regional government programs, politics and service delivery.
