Summary

This position is responsible for the operation and maintenance of water supply and treatment facilities and sanitary sewage collection systems and treatment facilities on Salt Spring Island. The position provides leadership to staff while ensuring the work is performed according to applicable policies and procedures, standards, requirements and regulations.

Key Duties & Responsibilities

  • Provides leadership, supervision and direction to operations staff to ensure the safe, smooth, and efficient operation and maintenance of water and wastewater facilities.
  • Supervises, hires and trains staff and conducts performance review.
  • Plans, coordinates and schedules staff and prioritizes activities and allocates required resources. 
  • Trains employees to ensure staff understand and follow operating policies and procedures, WorkSafe BC practices and/protocols, Workers' Compensation Act and OHS Regulations and other relevant safety statues.
  • Assists the Operations Manager with the preparation and management of operating and capital budgets, ensuring compliance with all procedural, operational and financial requirements.
  • Establishes, refines, directs and participates in the facilities' preventative maintenance programs.
  • Develops written work procedures and implements policies.
  • Provides advice and recommendations regarding specifications for new equipment and capital improvements.
  • Responsible for staff records and data including time sheets, leave reporting and accident reports. 
  • May be required to fulfill Utility Operator duties, as required.
  • May be required to act as standby operator.
  • May be designated as Operator in Charge (OIC). 
  • Responds to emergency calls and organizes staff and external resources to ensure operational needs are met.
  • Prepares and maintains a variety of work records, reports and related material.
  • Liaises with internal partners on projects and provides recommendations on systems design and operation.
  • Responds to enquires and requests from supervisors, customers and internal and external stakeholders including municipalities, developers, consultants and contractors.
  • Coordinates and monitors the work of contractors, consultants and developers including contract administration. 
  • Follows all policies, procedures and standards of the CRD.
  • Performs other related duties as required.

Additional Information

  • It is a requirement of this position to live on or be willing to relocate to Salt Spring Island to meet operational requirements.

  • Excellent communication (verbal and written), interpersonal and customer service skills are required.
  • Demonstrated supervisory, interpersonal and organizational skills. 
  • Demonstrated ability to plan, assign, review, and supervise the work of staff. 
  • Demonstrated ability to write technical reports, prepare and monitor operational and capital project budgets.
  • Thorough knowledge of the standard practices, methods, materials, tools and equipment used in the operation, maintenance, inspection, servicing and repair of water and wastewater facilities.
  • Sound working knowledge of rules, regulations, standards, requirement and acts governing water and wastewater operations. 
  • Knowledge and understanding of WorkSafeBC practices/protocols, Workers' Compensation Act and OHS Regulations and other relevant safety statutes. 
  • Practiced knowledge in WHMIS, confined space entry and rescue, driver safety, safe working around heavy equipment, fall protection, and electrical awareness is required.
  • Considerable knowledge of and ability to recognize occupational hazards involved in the work and required safety methods and precautions. 
  • Practiced knowledge of working with and interpreting SCADA systems.
  • Good working knowledge in the operation of a personal computer and a variety of software programs including Computer Maintenance Management Systems (e.g. SAP), and MS Office software such as Word and Excel.  
  • Excellent conflict resolution skills and demonstrated sound judgment and integrity. 
  • Ability to work independently, take initiative, and be capable to make decisions of a complex nature.
  • Sufficient physical strength and stamina to perform the required duties.
  • Ability to work in a variety of different environments, including but not limited to: confined spaces, outdoors, high spaces, on roadways, and in all weather conditions.

Qualifications

  • Diploma in a related discipline
  • A minimum of 11 years' directly related experience
  • A minimum of 3 years' supervisory experience
  • An equivalent combination of education and experience

Certifications

  • BC Environmental Operators Certification Program Water Treatment Level 4
  • BC Environmental Operators Certification Program WasteWater Treatment Level 3
  • Heavy Trailer Endorsement
  • Valid BC Driver's Licence
