Position Purpose

This position provides leadership, management, direction and guidance in the areas of finance and administration for Panorama Recreation Centre.

Key Accountabilities/Position Outcomes

  • Manages the overall operation of financial, information technology and administrative services and provides direction and leadership to administrative coordinator, reception team lead and reception staff.
  • Develops policies, procedures and systems regarding financial, information technology and administrative processes to improve operations, ensure adherence to CRD policies and implement Commission direction.
  • Develops, implements and adapts annual budget processes with direction from the Senior Manager. 
  • Prepares, coordinates and compiles the annual operating, capital and five-year budget submission to the CRD and Commission ensuring information is complete, accurate and in compliance.
  • Takes overall responsibility for identifying and resolving financial issues, administers the financial and accounting framework 
  • Develops, distributes and presents financial spreadsheets and to ensure work units are meeting their targets assists in recommending corrective action if necessary.
  • Advises on best practices and improves systems for revenue billing and financial transaction processes and controls to ensure efficient and effective revenue accounting and collection.
  • Manages child care subsidy and other funding associated with operating licensed child care programs.
  • Oversees facility bookings & contract administration.
  • Administers the operation and maintenance of recreation software, developing and implementing procedures, processes and staff training.
  • Oversees, in coordination with IT, the effectiveness of computer systems and communicating with staff regarding hardware/software requirements, purchases, procedures and processes. 
  • Works collaboratively with other Division managers to ensure strategic, operating and business objectives are well coordinated, safety and emergency systems are synchronized and resources are managed effectively.

Qualifications

  • Degree in a related discipline
  • A minimum of 5 years' directly related experience
  • A minimum of 2 years' supervisory experience
  • An equivalent combination of education and experience

Certifications

CPA Designation (asset)
Valid BC Driver's Licence

Role Specific Knowledge, Skills, and Abilities

  • Extensive knowledge of accounting and record keeping systems.
  • Experience in the development, implementation and management of financial practices, procedures, financial statements and internal financial controls.
  • Strong technical knowledge of SAP Crystal Reports and Microsoft Office Suite (Word, Excel, Outlook).
  • Knowledge of recreation software.
  • Demonstrated experience leading, supervising and training staff in a customer service focused, preferably unionized environment, 
  • Ability to organize and prioritize workload with minimal direction.
  • Ability to develop, maintain and meet internal and external deadlines.
  • Ability to work independently and establish harmonious working relationships with other Division staff, general public and Commission member is essential, maintaining confidentiality at all times.
  • Possess excellent interpersonal and communication skills (both orally and written), and the ability to work well in a multi-disciplinary team.
